I think moreso that Dartmouth does consider level of interest but it's a level of interest based upon their applications. What you quoted was specifically talking about not tracking visits, communications, college fairs, or web events. But you can still show a level of interest in Dartmouth specifically by how you do your essays. Maybe you write an essay about how you've always wanted to go to Dartmouth since you first visited it with your grandpa in 2010

Whereas for like Columbia they don't consider that you have been interested in going to Columbia since you were 5 because of what you did with your grandpa
