I assume by the lack of a test scores you're going test optional?
yeah, depends on the score i get in august
Here are some suggestions (I believe these all give merit aid/scholarships):
Reaches: Johns Hopkins, Washington and Lee
Targets: William & Mary, URichmond, Howard University (historically black)
Safeties: Virginia Tech, James Madison, American University
Georgetown is a good option but does not offer merit aid. UMD, UVA, and UMBC are all great as well.
I hear UNC is quite similar to UVA, idk abt their aid situation for OOS students tho
pretty close to DMV area as well
Purdue is also good and significantly cheaper compared to umd
cheaper than UMD being out of state?
