if ur looking for money and still trying to get a good shot at IB look at penn state, kelley (both give merit but within those schools business schools they have elite programst hat allow u to get into IB), SMU, michigan, nyu has merit

to be honest the top IB schools do consist of alot of privates that dont give merit like georgetown penn schools like that

you dont 'apply' for regents, you get nominated, and yes, for berk it is open to intls too
