Caltech is definitely a reach and will be extremely difficult but it deinfelty has the tight-knit community and I think the core makes it a lot easier even for people who don;t already have a strong background in CS
UW-Madison is considered very good for CS, which is a little closer and easier to get in, but by no means a safety school. Michigain Tech isn't exactly known for diversity but it's instate and so price wise it's a really good saftey for CS. It is in the middle of no where though which is a consideration.
UMN isn't really known as a CS school but it has a solid department and might be worth looking into if you are interested in advocacy.
Purdue is considered extremely good for CS, although it would me more reach/hard target for oos (I think like 20% acceptance rate). It would also be worth researching.

CMU is deinfely a reach for CS. While CMU's overall acceptance rate is lik 15%, it's acceptance rate for CS is lower.
I can;t belive I forgot this but University of Maryland at College Park (40% acceptance rate overall, probably lower for oos and for CS) is probably a great fit for you. It's considered really good for CS but doesn't have the difficulty in coursework of an elite university, which should be good if you don;t have a super strong CS background. It's pretty diverse and it actually really good for advocacy considering it's location.
University of Washington Seattle (3% acceptance rate for oos CS though...) is also a really good CS school. I don;t know too much about it's culture but it might be worth looking into.

It's good if you don;t want to take all the classes for a dual major but do want to focus on CS and another feild
