#Budget, out-of-state, decent-tier schools for mechanical engineering

Location/Region : US citizen living abroad that intends to go into mech eng. I don't exactly qualify for in-state tuition anywhere so it's fair game anywhere.

Major: Mechanical Engineering

GPA/Test Scores : 4.0 uw.. probably (our system is kinda wonky but let's say this), 1550 SAT

Curriculum: Doesn't matter too much, education is education. Of course something reputable, even if it's very hard.

Size: No preference here either, anything is better than staying where I am.

Costs: I think I have an EFC of 4k-ish. I'll have to take out loan but the less debt the better of course. Per year I thought <40k... but that isn't super realistic so give it to me straight.

Schools you're currently looking at (if any): USF and Texas Tech first and foremost because they have clear SAT scholarship listings. Texas A&M was another option, as well as some of the SUNY schools. Rather speculative but I thought about some LACs for more aid. I'm not the greatest at picking out schools so I'll take any help.

Additional: I'm not really a party guy so somewhere where frats/drinking culture aren't a big deal would be fine. Just a small preference though so it doesn't matter too much. I crumble under excessive pressure so I don't want to go to an overly prestigious/competitive place.
Also, my ECs... yeah, terrible. They exist and do relate to my major but very limited. ABET accreditation is important as well as somewhere that's able to provide the opportunities for internships/jobs after graduation.

Rice university is very good, could put it as a reach. They also have lots of aid as well
