Berea College in Kentucky, good liberal arts school, made specifically for people that can't afford college. All students attend at no cost.

I am from DC so a little biased but in terms of active participation in polisci and gov the schools in this area cant really be beat

id look at GW, AU, and Georgetown for sure (though i don't think Georgetown is test optional)

hey! this is completely up to ur discretion, but as u are a high school junior you have more than enough time to prepare for the SAT or ACT
