Looking at small colleges?
you said any size but I believe most of those are smaller you listed
Berea College in Kentucky, good liberal arts school, made specifically for people that can't afford college. All students attend at no cost.
Also what are your ECs?
I am from DC so a little biased but in terms of active participation in polisci and gov the schools in this area cant really be beat
id look at GW, AU, and Georgetown for sure (though i don't think Georgetown is test optional)

hey! this is completely up to ur discretion, but as u are a high school junior you have more than enough time to prepare for the SAT or ACT
i really do recommend taking either at least once
^ this. All it can do is help you. Even if you do poorly, it won’t hurt. However, if you do great, it’ll help.
