This suggestion is only in guild scope for its member, it ofc doesnt apply for outsiders. BM still trumps outsider's personal flag.

Yes, but it still has the option to choose THIS limiting government. What I'm asking is for personal freedom unrestricted by guild when it's outside of Boundary Marker.

What I'm talking here is for a person with the scope of a guild he's in and not outsiders that can put a flag inside other guild's BM because of what I'm suggesting, that should be obvious.

on 2nd thought , flag has other benefit , it has a lot of inventory space
