I was looking all China forums for this bug but never found it. There are rumours that some China clan found a way to upgrade NPCs to 900 in all skills in 2-3 days by using some sort of glitch. I don’t know what it is and since I can’t find it and use by myself maybe you devs know your glitch. Or some players give me this info. We will know about the existence of the bug for sure - when China attack you with slaves on county or prefecture TAKE MONOCULAR with you and if their slaves will be 900 so it’s obvious there is a glitch.
