Basically, today I had to change my router, and with that all my local IP were changed due to DHCP reset, but now I cannot login into Seerr as it requires jellyfin, but it cannot connect to jellyfin because jellyfin has a new local ip now, but I cannot also login using seerr id, as it requires my email but when this was jellyseer, I configured my username and password for it, that time it didn't have any email facility I think. Is there anyway to reset my password?

No. Every owner account uses email to setup seerr.
You cannot setup seerr without email
This has been true since jellyseerr/overseerr v1. However if you didnt set a local password, you cant login via local login. If you didnt setup smtp, you cant do forgot password either. However
As for the ip. You can change it in settings.json file and login via jellyfin
