Overseerr iOS app Plex library add

Can I use the Overseerr iOS app to add to my Plex library for free (apart from the initial app purchase)?

See, I can’t use Docker as it keeps giving errors and don’t know about Unraid and don’t want to pay just to get errors

you dont need docker to have a plex server. there are other ways to host it; you can see the list of ways to host it here: https://www.plex.tv/media-server-downloads

But I thought Overseerr provides content without needing storage?

that is not the case. overseerr reads your plex server's libraries to see what is available
