When content has been previously requested and downloaded, it is marked as available in overseerr, even if it has been subsequently deleted from the server. Is there a way to either automatically notice this, or at least easily do a reset so it can be redownloaded? What about resetting monitored status in radarr/sonarr, since the deletion marked it as unmonitored?

You can force run it in the jobs & cache settings

so it seems to be syncing now, but when the new request is made again, at least for sonarr, it doesn't mark the episodes as monitored again

That is a different issue. So you are requesting the same season again and it is not changing that season to monitored in sonarr?

What I think is happening, entire workflow :
Original request. Added to sonarr, downloaded, etc.
Media deleted from server. Individual episodes marked unmonitored, but season keeps monitored status (sonarr behavior)
Re-request. Episodes not re-marked as monitored. Search sent to sonarr, but I think sonarr is not doing anything about it since none of the episodes are monitored

hmm just tested this myself and sonarr redownloaded the season
ill have to take a deeper look into this when I have time because I did notice the episodes were not immediately marked as monitored

I can confirm this is an ongoing issue -- I am running 1.33.2 and have the same scenario that @distant pollen described.
- Show previous available on Plex/Sonarr.
- Deleted the individual episodes via some means (probably within plex, could have been manually deleted, don't think that part is relevant)
- Sonarr marks episodes unmonitored but does NOT mark season unmonitored (which is weird logic Sonarr team should probably also address for seasons that are over
- Someone requests this previously deleted season again. Sonarr never gets those episodes marked as monitored again, presumably because overseerr sees the season as being monitored.

I am also trying to figure out what the intended behaviour is where if media has been deleted via Plex and a movie or show is now "Unmonitored" in radarr or sonarr...what should happen if re-requested via Overseerr?
I think I was led to believe that if media is unmonitored and a new request comes in that Radarr/Sonarr should be able to handle the new request but I don't think this feature works 100% of the time.

Apologies. Yeah when I re-request with overseerr...a film goes from Unmonitored to Monitored (Missing). It's able to trigger the download via the dl client but radarr is not able to do it's bit with the hardlink etc. I'm just trying to determine if Overseerr is supposed to be able to support this re-request functionality and if it is figure out whether my issue lies with overseerr or radarr.
