I've added a couple of users, one local & one imported from Plex, but neither of them got welcome emails. I'm running on a seedbox with the URL set correctly & email notifications enabled. Test emails work fine. Is there a setting I'm missing that will trigger an email when a user is created?

No welcome emails unfortunately. Notifications are sent for the events you can see on the notification page under settings

Interesting. The reason I ask is because when testing I set up a temp user with an alternate email that I use (e.g. different from my admin email), and that address received the email below. When I set up other users they didn't get anything. I can't figure out why the diff and in thinking about inviting non-techies as local users these would be useful in providing a link to my Overseerr instance.

Ah, that's for local users since without that you'd have to message your users their login info
For users who log in with Plex, they don't have any other login info required; they just login with their Plex account

Thanks, makes sense for the Plex user - though an invite would be a nice touch with a link to the instances. Of the other users I set up one was local to Overseerr (Home user, no separate Plex account) & the other was imported from Plex into Overseerr (has a separate Plex account). Should the local user have received an email?
