You want the least amount of strips, therefore you want to have the highest strip length (20.5cm) and lowest side length (345cm). Can you figure the number of strips needed from there?
So you are on the right lines, but the question is looking to fit the whole square as well, what is the total distance you need to cover?
thats the length of 1 side, you need 4 sides to be covered though
