What I would do is find a packet monitor, and see if during your bitrate loss your whole internet bogs, showing you lost signal quality with starlink.

Because if that's the problem, no amount of settings will fix it.

Your base settings should be fine for the most part, check your starlink app on your phone, it monitors outages and signal loss, if you have signal loss even moments of it due to small obstructions that will cause issues.
