Here's the spec:
Ryzen 5 3600
16gb x1 kingston fury beast rgb 3600mhz
1tb nvme
AMD Radeon RX 6500 XT( Gigabyte)
I tried the latest AMD drivers, but the problem persists

This honestly doesn't seem anything too crazy out of the norm, especially if you are tabbing out of a game that is running full screen. With only a 6 core and 16gigs of ram in might take a couple of secs to alt tab out while you have a game running in full screen. The easiest way to eliminate this is to run your game windowed full screen, so you monitor doesn't have to refresh every time you switch in and out.
