Figuring out if this CPU works

Howdy, basically I have this old CPU that I discovered, I'm wondering if it's broken or not, I think it is to be honest since I see some "loose" pins, but I'm no expert or experienced about this, so I'd like some help 😁

well the pins are on the mb.. so.. you don't have any lose pins on here.. only contact pads and things for the actual die.

if those caps are lose though I'd just call it ewaste
