#5500 CPU Not Naturally Boosting

CPU- r5 5500
Mobo - MSI B550 Pro VDH Wifi

Since I built my PC about 6 Months ago it has been exhibiting strange behavior where it refuses to naturally boost and instead stays at 3.6 ghz constantly
The only way I have figured out how to make it boost is with ryzen master "game mode." This is an unideal solution as it needs to be opened up after boot and there is no way to undervolt or overclock with it.
Any ideas on how to fix this would be very helpful.

No, other than updating to support my cpu, it was like this out of the box

if you open the windows power options you can find the "power plans" which tell windows how to run or act if you have it set to use lower power or higher performance

I set it to high performance when I got it, I only realized there was an issue about a month in

if you didnt do that after instALLING THE 5500 IT COULD BE THE ISSUE

YOU SHOULD ALWAYS RESET BIOS WHEN INSTALLING A CPU UPGRADE

you can also get it to boost to max on all cores using pbo2 and a negative voltage curve, but you will want a better cpu cooler for that
