Issue: I can play games without any performance loss but to many black etc artifact flickering on the screen
Troubleshooting Steps: i tried to clean the board but nothing changed also one of the green power led died after cleaning.
i tried to reflow vrams and chip but nothing changed
what can i do for this card.

it seems that the card is dead, if you have tried to reflow the solder then its probably the actual silicon thats damaged and not the traces

Force it into a higher power state
This is a relatively common issue with those cards
You can install the "Ultimate Performance" power profile and it may fix your issue

This is potentially a fix. If the card really is working 100% fine at higher power states
Sometimes these HD cards just did not like being in lower power states. And this artifacting looks like it's that issue.
If i'm understanding it's only doing it on the desktop and stuff

Is the hdmi port firm? Does it do this over dvi?

The card is broken then if even dvi doesn’t work
You can get a dvi to vga converter. Or installing older drivers
But given the age of this card I think it’s better to replace
