#PC's monitor, mouse and keyboard not turning on

So right now when I was turning my computer on. My monitor, mouse and keyboard was not displaying anything no rgb or anything except my microphone. I plugged everything out and reinstalled it for it to not work again. I don't know how this happened. Last time I had any interaction with my pc was when I claned it from a little dust. Not being thorough, just took a dust cloth and cleaned a little of the cobwebs. I have no idea how to fix this issue, so any help would be very nice.

My fans and everything is working whenever I turn it on.

I have spoke to seviper privately and established that the mouse is working on another computer.

So this could be a I/O problem or the computer fails to go past bios boot.

In general, superficially cleaning the cpu should not induce any dislodging in the internals of the cpu, so I am a bit confused.
