Id like to buy a 3 pack of rgb fans for my radiator but i also want them to be quiet, id like some recommendations that are $35-50.

Look for fans with RPM >2000 for quieter fan noise. After that it's up to the manufacturer to use a quiet motor, hub construction, and blade design. Arctic does the best at all of them while still at a good price. There is a black version of the argb fans as well but you may have to order from somewhere else
