I made a fresh mobile (Android) account to play along with a friend who just made a fresh Playstation account. They started with all Strikers unlocked, which is expected behavior as per my understanding of patch 4.0. On my account, however, all Strikers were locked (excl. Juliette, Kai, Dubu, Estelle, Atlas, Juno, X, and Ai.Mi).
Both accounts were made following fresh downloads of the game today.

Additionally, this difference was made more apparent upon finishing the first set of Rookie Road missions. The Playstation account automatically completed the "Get a New Striker from the Shop" mission, as they already had all Strikers. The Android account did not.

Pretty sure due to playstation plus they temporarily have all strikers and when they don't have Playstation Plus, they need to buy them with in-game free to play currency

oic. uhh. so also after playing one or two games the Playstation player lost access to their Strikers. so ig that checks out.
I guess I just misinterpreted the Unlocked Strikers point on patch 4.0.
