So I think we figured this one out but you won't see a fix until our next patch.
It looks like Mako ascended frame is based on affinity level for Juliette. If you reach level 10 for Juliette you will see the Mako frame in your matches.
If you reach level 10 affinity in Mako and don't have Juliette ascended frame unlocked you won't see it. :x
