Infinite Rasmus Secondary Recast (Unusable secondary)

So I had this super laggy game (60 ping to 240 ping at times) with Rasmus and I was using my secondary, when I noticed that my secondary was only the recast!!! I could spam it (it used the recast cooldown), but it did not affect anything at all. It didn't fix itself either.

I couldn't use my secondary at all, it didn't give me a speed boost, it didn't swing the scyth, it just took away my secondary and all that happened when I recasted was the animation. I basically had my secondary removed and in it’s place had an animation

I don't know how to replicate the bug, but what I do know is that I was playing on super high ping (200-240, or anything in the reds) (80% sure) when I was using my secondary and recasted simutaneously.

I might be wrong around it not giving me a speed boost because I never opened tab to check for some reason, but I highly doubt it visually

Had this about an hour ago on a "normal" ping game (92ms, no spikes). there is no speed boost. secondary remained broken for the rest of the match

it only changed to the recast icon immediately upon dying; the video recording does not make it clear if I had pressed secondary or not while being knocked back into dying
