#Make 3d Look 2d

I'm trying to find out how to make my game look like it's anime. That means everything that's not the background (Player, Items, etc.) have a slower fps than everything else, and make it look 2d, while everything else looks realistic-ish. How would I do that in Unreal Engine 5?
