1 extra bag doesn't unlock all the inventory spaces. It only unlocks 24 spaces, you'd need 2 extra bags to unlock all inventory spaces assuming you've done all quests that grant inventory space and you've unlocked all the level locked inventory spaces.
Edit: you're looking specific inventory categories. That's why you don't see the additional spaces. You need to look at the unfiltered inventory tab to see the additional spaces.
