Summary: During the master quest, the level restrictions of blinkwings, flying vehicles and raised pets apply, preventing their use when the character's level during the quest is too low, even when the character's real level is sufficient.
Visual proof: (1) "Your level is too low" when trying to use an S tier pet after deleveling beyond 60; (2) Azria pang locked in town blinkwing (also affects regular blinkwings)
Expected result: Can still use these items, just like equipment is usable.
Actual result: Pets, blinkwings are not usable when the character is below their level during master quests.
