You're going to get told to use the bug report template, but anyway I killed well over 16k pukepukes with party skills before dropping the hat, so it doesn't mean anything for sure.

The droprate for these cosmetic items is just 0,001% ~ 0,01%. Just farm a little more. I saw someone from my guild drop the big axe yesterday
