Sorry to burst your bubble but bots are loved by the majority of the community. They are praised by the very cheap materials and dices they provide, and since there is no downsides of having a bot farm, at this point everyone has one! I can almost garantee that you, me, and most other players know someone that owns a bot farm but doesn't admit owning it, bot owners are common and guilds are funded by some degree by them too. There's no punishment, so greed takes over.
Only on a dying game, suggestions to fix the bots problem would be considered and approved, and we are getting closer to that point so maybe your suggestion has a chance to pass, as the bot owners get increasingly more desperate by seeing normal players quitting the game, thus having their power slowly fading away and their botting efforts becoming more and more irrelevant as the days go by.
Bot owners feel powerless if there isn't any poor players, and many of them made enough money from botting to control the ingame market for the next few years anyway, so compared to past bot fixing suggestions from months ago that were denied and clowned on, many times without given reason (including my suggestion - Fixing the bots problem with a PK Virus, which could have been tied to a much needed PK system rework), this time you should get less resistance, as many bot owners already secured their power trip of market domination for the next few years. Most of the suggestions ratios are based on people pushing their own personal agenda anyway, with no care to the implications it brings to the game's health (unless if it shows decline, which we are now witnessing), so i guess there's nothing new in that sense.
I even recall suggestions similar to what you are suggesting being proposed before and they were not accepted, so unless you provide more details as to how this should be implemented, i don't see this suggestion getting approved, even when considering the game's current state.
