Are you sure you didnt accidentally switched up the item you were using?
Edit: Scroll of Return only ever worked once.
You are mixing them up with Scroll of Return Town which gives you the 4 hour buff which lets you return multiple times

Unless these changed, both Scroll Of Return Town AND Scroll of Return lasted the full 4 hours so you could keep returning back to the same spot as long as the timer wasn't up.
