I'm learning about 7 new words per day and immersing about 3 hours/day. I know that you can spend too much time on anki, but will learning only 7 words/day slow down my progress considerably?

This amount is fine, and won't really slow you down imo. If you consider it in the long term (which you should), this adds up to 2.5k new cards each year. Not to mention, your actual passive vocab will really start to outpace that as you come across lots of comprehensible 1T sentences in your various immersion activities. If you read and do a lot of lookups, it'll increase even more.

Personally, I do around 10-15, but I use jpdb for 10 of those and the rest is whatever I mine in a given day. If you're really worried about your vocab slowing you down and it's actively hurting your confidence in learning, learn the remaining new cards (5 max imo) on jpdb so that you can make use of the low-stress algorithm to not chip too much at immersion time. If that isn't the case, though, I would just leave it as it is.
