If I understand a sentence's meaning but I don't understand why it means what it means, is that ok? For example, in this image, I was able to understand that the girl wants Sakura to wear a strange costume. Though I got the meaning, I don't know why the volitional form was used. Should I try to figure out these kinds of details, or can I be content with the fact that I got the sentence's meaning?

for these situations how long you have to spend mulling something over to understand it matters.

It's not particularly satisfying to hear at first but if you spend more than a good 30 seconds scratching your head over individual things that adds up so quickly to time not spent grabbing low hanging fruit.

In short, yes it's okay. Don't spend too long on any one thing, maybe if you feel like it's almost just there scratch your head for a couple seconds longer than normal but as a general rule just move on and concentrate on the simple stuff.
