it depends on what your goals are, reading and listening are two different skills. there are people who can understand japanese perfectly through listening, but can't read at all, and vice versa. personally, i think learning both at the same time is the ideal, cause when you're able to read content on the target language, you can learn even more and gather more information to elevate your knowledge
