pass -silent to NoSteamWebHelper.exe it will start steam silently.
As for the webhelper not being disabled on Steam startup. That's intentional.
I originally had the idea of having it automatically disabled on startup.
But Steam heavily relies on the CEF/WebHelper, say you disable it startup and you want to launch a game.
Oops, you will need to enable the WebHelper first and then launch.
Then again NoSteamWebHelper does its magic.
At that point, you might as well launch Steam when you require it.
