How do I achieve a smooth video when I upload to youtube but doesnt get blur? I understand that you need to record games at high fps and then use frame blending or interpolation, but it gets my output blurry. I don't want that. How to achieve a smooth video but clear as well?

I record in obs at 240fps and then use frame blending inside premiere pro. But I don't like the quality it gets blur. I don't want blur effect, I just want smoother but clear video.. Is it possible?

if im understanding your question correctly, the answer is no.
if you dont want frame blending just record 60fps in a high bitrate (make sure to upscale)

if you use blur you could maybe try setting blur amount to 0.3-0.5
