In order for you to make sure OBS does not lag while it's recording, you should make the Stats Dock shown, just like this:
It is prefered to have a second monitor so you are able to see how it's doing without having to alt tab (by having OBS on your second monitor)
It is normal to get a few dozens of skipped frames when alt tabbing

record lower
start using 120 fps your obs fps
record lower fps
then increase it if you have less than 0.1 ms of enc lag
rinse and repeat until you exceed 0.1
that is cpu i assume
try using gpu?

go and select recording and streaming settings
