it appears you are using Nvidia encoder but it can't find the Nvidia GPU
I don't have a blur config so i don't know the exact string you need to change but it's gonna be something like gpu-type
just change it to your gpu (nvidia/amd/intel)

perhaps you reinstalled them or rolled back a version

you can simply disable gpu in blur config for now
it'll work but be slow
