Add more connections between the two parts of the city.
It's clear that you only have one desired route between the two parts. I'd say 2-3 more bridges at least, would be a great start

Very quick sketch with limited info, but something like this should (mostly) work

Red: demolish/get rid of connection
Orange: upgrade
Blue: new road

#

Probably not a foulproof plan, but it should atleast make it better
