vanilla red lights not working correctly?

at every traffic light in my city there is no order to how the cars go, they seem to all go at one time and cause a backup at the traffic light.

I think the default traffic lights let opposite sides go at same time

And then all the traffic at same time, including pedestrians crossing

So its always messy ye
