I just watched a video about how cities implement comprehensive plans for my summer class, and I was wondering how well are comprehensive plans implemented and do they work exactly as planned?

They're implemented in that they are (supposed to be) the document that future decisions (ex like a variance or special exception, rezoning) are based upon. Different state have different requirements for them, but they're required for a qualified local government status in our state (which allows access to grants and funding through state offices).

In our state they're required to be updated every 5 years for a local government to be considered in compliance. Your state Dept of Community Affairs probably has more specific details about how it works in your state online if you want more of the nitty gritty of it.
