why are my citizens parking on roads and not in the empty parking lots

they do this everywhere and it's so annoying, i have to put every road as no parking in TMPE

as far as the parking algorithm goes, parking spaces are parking spaces. They don't really mind parking on the street.

you could just use roads that don't have parking by default
