I have it but I don’t know why and I can’t figure out what it does or if I actually need it. Could somebody enlighten me please?

It lets you get steam achievements even with the unlimited money mod, unlock all mod etc that would normally disable achievements. Now this function is integrated into Game Anarchy so you don’t need it anymore.
