Just wondered if there was any way to make this work better. I play on console so I cant do much in the way of mods.

I don't think so I'm afraid. You can try to play with the number of lanes by changing the roads (both the highway and the avenues), and see if anything improves the situation, but I wouldn't add more lanes, just remove.
