I don’t think it’s transfer manager. Have you verified enough industrial capacity to properly fill commercial goods needs? Are you using any custom asset warehouses that might not actually be programmed to handle storage, e.g.: just decoration?
I use vanilla warehouses. I have almost no industry but still the warehouses should be used
Commercial goods are handled partially by your local industry, so if you have little to none, that could explain it.
So you can't live just on import?
If I increase the speed of import (build a cargo port for example), will in solve the problem?
No, not entirely. Some industry must provide local commercial goods. I think a cargo harbor or cargo train depot could be good.
I recommend maneuvering your warehouses to where they can make the most of those and/or adding new ones.
I have two cargo train station but maybe they should be closer to shops
It could also be road efficiency. If the connections your sources have aren’t great at connecting to their stops, then the goods are lost because it can’t complete the trip.
Actually, now I might have even less shops than before bacause some of them are abondont, but other shops are still in a strong need of goods
Using warehouses instead of delivering goods right to the customers should be a quicker way
It's really like they stopped using warehouses for no reason
With a cargo harbour things seem to be better but warehouses still aren't used
