When I click on stop game or whatever it is called in english, it just says "stopping" without doing anything because the launcher didn't appear as a separate window in the first place

It is only C:S that does this, I tried launching other games and they worked perfectly fine

Firstly, when you closed down steam "completely" you mean that you actually right-clicked the Taskbar icon and quit steam, right? I only ask because the default behavior of closing the app is to minimize to taskbar but not everybody realizes this
Did you try restarting your PC/Windows altogether? Strangely this can resolve issues like that sometimes. This will also help if the game never closed completely as you indicated
Next step would be to verify the installation in steam. Google can show you how to do that if you don't already know
Most likely it is something like launcher update download or similar that got stuck at some point

Yes I do mean right clicking and exiting it
I will try again to see if it still has this problem, since the pc was shut down and turned on again since that happened thanks

Tried again right now, still does the same thing, but according to my mother (she also uses the computer) other apps have been doing the same/similar thing
And the computer was already having problems before, so yeah maybe it's that. It is just pretty old
but it's odd that that's the only game that does this

Update: I reinstalled the game and it still does the same thing, the launcher doesn't appear in a window
but it IS running because I checked task manager and it's there
Ok problem resolved, had to reinstall the launcher
