#Garbage trucks not serving a district

First of all, in your second screenshot you showed us that they literally are going to that area
Secondly, that may be too large or too dense of an area for that many (few) trucks to service. The larger the area they service, the longer each truck stays out (and the longer it takes to get back once full), which means a longer wait until another empty truck can go out
Consider having more garbage or recycling facilities sprinkled throughout your city so each truck is slightly less likely to go too far

i built a bridge. Ill look into that mod
the bridge might provide a more direct access across the arterial, but the trucks still need to serve a very very large area so if there aren't enough, they'll miss spots
The facility i built there was only meant for that part, as they were not getting any garabge service.
however, the pathfinding AI in CSL is slightly less than perfect, so if the next available garbage truck happens to be in that facility then it might get called to pickup elsewhere in the city on occasion. This is why you sometimes see a hearse, garbage truck, fire truck, etc from across town providing services to an area when there is clearly a closer facility. It's not perfect, but there are things we can do to minimize it (like Transfer Manager mod, and spreading facilities around)
Lastly, always always have more services available than you think you should need. If you think 20 trucks will cover an area, provide 30 or more because inevitably that AI is going to take a few of them and send them on a long journey elsewhere
