Every time I try to play cs from the steam library it shows that it’s running but the game never loads. When I try to exit the game it gets stuck trying to stop the program. I’ve tried reinstalling the launcher, cs in steam and even steam itself. Restarting my pc doesn’t help either.

The launcher is very easy, quick and beneficial for your RAM even if it doesn't solve this problem, so I'd start with that.
