i have lots of commercial nearby, and two cargo train stations that are moving goods out of the city. my rci meter is also zero for commerical and residential, and hovering between barely anything to zero for industrial. it has been stuck this way for a while and doesnt want to budge. any suggestions?

Perhaps no one wants to come to your city because land value is too low? Have you checked that?

I noticed you use seem to use only roads with medians in that area, which cars and trucks don't cross over. Even if the commercial is close, the cargo trains might be "easier" for the industry trucks to get to because of all the medians, especially if U-turns aren't allowed. This could lead them to just decide to export instead of send to the commercial buildings

Maybe zone some commercial to buy their products,
Commercial zoning can be zoned near the Industry zone
