Perhaps no one wants to come to your city because land value is too low? Have you checked that?
And how big is your city?
I noticed you use seem to use only roads with medians in that area, which cars and trucks don't cross over. Even if the commercial is close, the cargo trains might be "easier" for the industry trucks to get to because of all the medians, especially if U-turns aren't allowed. This could lead them to just decide to export instead of send to the commercial buildings

Land value is very high everywhere and city around 40k pop.
