By waiting at the yellow line, are you saying that they are waiting at the tram stop to board a tram? Have you checked to see if you have trams completely emptying and completely filling at that stop, and, if so, have you tried increasing the number of trams on that line?

They appear to all be waiting for a tram. And if the trams are not fully boarding using that stop, then there's an issue...Have you tried relocating the stop to another platform and then moving it back to see if that corrects it?

You know, it could also be the path placement...In one of my city parks, cims were getting stuck like this on the end of the [self-leveling city park] path (at the node) right before they would get to the road it connected to. No reason why they should have been doing that, because there was a visual connection between the path and the sidewalk, but they were getting stuck anyway. The fix in that instance was to stretch the path over until the end of the path physically was touching the sidewalk. Then the [hundreds] of cims all realized they could move...If moving the stop doesn't fix it, you may want to try moving the ground-level nodes of the paths a bit...
