What are the skeletons?

My theory is that the skeletons are the alive skeletons of The Builders And that why the skeletons can use Spears, Shields, Bows, Staffs and swords, And are able to summon the other undead, Maybe the remaining Builders tried to summon their friends from dead but it was not succesful and this made the Skeletons, then the skeletons attacked the other builders and summoned them from dead by using the Nameless staff and bringing more skeletons into life

And the skeletons are able to ride Skeleton horses like the player normal horses

I mean we’ve seen it before, dead builders turning into a new mob. The wither take example is just 3 or more dead builders( more since soul sand)
