Im having this issue after i had to reinstall python and spotdl, and i am downloading it thru yt-music. Can someone help? Yes. Precisely this
spotDL uses a spotify developer app, on the developer portal. and since everyone has the same client ID - Secret because the app is distributed that way, if there are too many people concurrently downloading everybody gets rate limited.
So, to solve your problem. Just make your own spotify developer app on their development portal. I just did this, put my client id and secret in the config file and et voila. Downloaded a 560 song playlist like it was nothing.

Because rate limiting is not gonna go away completely by using your own, still gonna happen if you try to download alot of songs. Say if you try to download more than 100-150 songs, the spotify api will rate limit that. Advantage of having your own spotify app tho, is that it shouldn't really matter. Let it go through rate limit that should reset in like 10 seconds, then it'll continue. Instead of waiting 30 minutes
